Vail medical community seeks town resolution to expand medical campus onto Vail town hall site
A four-way partnership to explore the feasibility of building a world-class medical facility on the Town of Vail municipal site was announced late last week by representatives from Vail Valley Medical Center (VVMC), The Steadman Clinic, Steadman Philippon Research Institute and the Town of Vail.
The announcement builds on an earlier presentation to the Vail Town Council in which representatives from the medical community outlined the substantial economic impacts generated by the sports medicine clinic as well as the additional opportunities associated with an expansion in Vail.
Executives from VVMC and the Steadman Philippon facilities will join the Vail Town Council at its regular meeting on Tuesday, May 17, to request passage of a resolution (see below) authorizing the town manager to sign an agreement for $33,000 to share the cost of a feasibility study to explore the redevelopment concept in more detail. The item is listed 12th on the meeting agenda.
Doris Kirchner, chief executive officer of VVMC, says the partnership announced today is a commitment to build upon the already stellar reputation for orthopaedic excellence by Dr. Richard Steadman, Dr. Marc Philippon and the physicians of the Steadman Clinic.
“The vision of this partnership is for Vail to become known as the world's leading destination for orthopaedic sports medicine, outcomes based care, research and education,” she said. “In order to sustain and ultimately enhance our reputation, a 21st century facility is necessary.”
As proposed, the feasibility study will determine how to integrate an estimated 86,000 square feet of medical programming and 30,000 square feet of town office space on the municipal site, plus parking associated with each. The total land area of the site, located at 75 S. Frontage Rd., is approximately 2.4 acres. If approved, the study will be led by Steve Virostek, principal of Triumph Development, LLC.
Vail Mayor Dick Cleveland says that while the exploration process is just beginning, the Town Council has expressed interest in doing all it can to explore expansion options for the Steadman Clinic/Steadman Philippon Research Institute programs.
“These patients come from all over the globe and enhance the economic engine for growth in tourism and incremental business through their spending in the Vail economy,” he said. According to statistics presented to the Town Council on May 3, the Steadman Clinic's destination patients, and the associated organizations' revenues, generate more than $80 million annually for Vail businesses.
Officials say a world class facility would allow the internationally recognized orthopaedic center to remain competitive and ultimately become recognized as the premier orthopaedic sports medicine institute worldwide.
If approved, the feasibility study will take place over the next three to four months to determine if the concept is feasible. The scope of services would include confirming space requirements, investigating physical constraints of the site, formulating cost and financial alternatives, and formulating a development program and business approach for the partners.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO SIGN A CONTRACTUAL AGREEMENT FOR PRE-DEVELOPMENT SERVICES WITH TRIUMPH DEVLOPMENT LLC, TO FORMULATE POTENTIAL COST AND FINANCIAL ALTERNATIVES AND CREATE A CONCEPTUAL DEVELOPMENT PROGRAM FOR THE REDEVELOPMENT OF THE TOWN OF VAIL MUNICIPAL OFFICE SITE, LOCATED AT 75 SOUTH FRONTAGE ROAD, IN COOPERATION WITH THE VAIL VALLEY MEDICAL CENTER, THE STEADMAN-PHILIPPON RESEARCH INSTITUTE AND THE STEADMAN CLINIC; AND SETTING FORTH DETAILS IN REGARD THERETO.
WHEREAS, the Town of Vail (the “Town”), in the County of Eagle and State of Colorado is a home rule municipal corporation duly organized and existing under the laws of the State of Colorado and the Town Charter (the “Charter”);
WHEREAS, the members of the Town Council of the Town (the “Council”) have been duly elected and qualified;
WHEREAS, the Town, in cooperation with the Vail Valley Medical Center and The Steadman Clinic, wish to enter into a contractual agreement (the “Agreement”) for pre-development services;
WHEREAS, according to the Agreement the scope of services includes confirming space requires, investigating physical constraints of the site, formulate cost and financial alternatives of the project, and formulate a development program and business deal for all parties,
WHEREAS, this Resolution authorizes the Town Manager to sign the Agreement for said services with Triumph Development, LLC;
WHEREAS, the Agreement only authorizes the Town to spend up to $33,000 for its share of the pre-development services, and
WHEREAS, approval of Resolution No. 10, Series 2011, is required to enter into the Agreement.
NOW THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF VAIL, COLORADO THAT:
Section 1. The Council hereby approves and authorizes the Town Manager to enter into the Agreement with the Triumph Development, LLC., for pre-development services for the redevelopment of the Town of Vail Municipal Office Site, located at 75 South Frontage Road in substantially the same form as attached hereto as Exhibit A and in a form approved by the Town Attorney.
Section 2. This Resolution shall take effect immediately upon its passage.
